Straw, who was one of three European foreign ministers conducting first rounds of nuclear negotiations with Mr. Rouhani as head of Iranian negotiation team at the time, also acknowledged that President Obama and Secretary John Kerry were committed to implementation of JCPOA, but admitted that people in Congress, both Republican and Democrat, have barred the deal to bear fruits.
